This is nothing really special, it just can be used for a few different reasons.
Personally I use it to pull IP's on XBL, but you can do your research and see what else it's useful for.
I've checked this myself and found no viruses or malware or anything, but if somehow you do and you're sure it's harmful, please comment it ASAP. I don't have any intention of infecting members.
It also includes installers for required files. If you don't trust them, you can download them yourself easily through google.
